In July 2012, Waterloo Police received a report from the Internet Crimes Against Children (ICAC) Cybertipline. The tip stated that inappropriate content had been discovered on a social media website.

The Waterloo Police Department ICAC Unit took over the investigation. Investigators found that the inappropriate content involved a 24 year-old male and a 12 year-old female. The male met the female on the Internet and they started talking through various sources of electronic communication. After communicating a short period of time, the male came to Waterloo and had sexual intercourse with the female on two different occasions.

A Waterloo Investigator, posing as the 12 year-year-old girl, started communicating with the 24 year-old male. The male agreed to come to Waterloo to meet and have sexual intercourse. Today, August 15, 2012, at approximately 0730 hours, the 24 year-old male drove to Waterloo and met the Investigator at the designated time and place. He was then arrested.

Arrested was Justin Lloyd Bunker, age 24, of Central City, Iowa. He was charged with 2 counts of Enticing a Minor (Class C-Felony), 2 counts of 3rd Degree Sexual Abuse (Class C-Felony) and 1 count of Enticing a Minor (aggravated misdemeanor).
