On Tuesday, July 9, 2013 at approximately 2:20 PM, Waterloo Police were dispatched to the 3900 block of Texas Street on report of suspicious vehicle parked off the roadway on a gravel drive. A female body was found nearby in the Cedar River.

The female was identified as Shanda Fawn Werkmeister, age 35, of Waterloo. 

An autopsy has been completed on Werkmeister and her death has been ruled an accidental drowning.
