On Thursday, November 14, 2013, at 6:56 PM, Waterloo Police and Waterloo Fire Rescue were sent to 1211 Langley Road on a report of shots fired and a man on the ground by the garages. The victim was identified as Daequan Oshae Campbell, age 18, of 438 Locust Street, Waterloo, Iowa. Campbell was shot in the chest and hip. He was transported to Covenant Medical Center where he was pronounced dead.
On December 6, 2013, a Black Hawk County Judge issued a warrant for Perquondis Lequay Holmes, age 23, of Waterloo, charging him with Possession of a Firearm as a Felon. Bond on the warrant was set at $100,000.00.
On December 18, 2013, members of the U.S. Marshals Metro Fugitive Task Force arrested Holmes in Lincoln, Nebraska. Waterloo Police then sent two investigators to Lincoln to follow up on the arrest. Waterloo Police have charged Holmes with Murder in the First Degree and Unlawful Flight to Avoid Prosecution. He is currently being held in the Lancaster County Jail on $2,000,000.00 bond.
The Waterloo Police Department received a tip through the Cedar Valley Crime Stoppers that helped the police make the arrest.
