Investigators learned that the victim was in the area of 721 West 7th Street in Waterloo when a verbal altercation took place between the suspect and another group of persons.  The suspect displayed a handgun and threatened the group of persons.  The group then left the area.

A short time later the suspect, identified as 31-year-old Mark Anthony Kidd, whom was driving a dark colored four-door vehicle, drove past the area of West 5th and Washington Streets and fired a single round from a weapon into a group of persons, striking the victim in the leg.  Kidd then left the area.

On Tuesday, June 23, 2009 Kidd turned himself in at the Black Hawk County Sheriff's Office where he was charged with willful injury, intimidation with a dangerous weapon and possession of weapons by a felon.  Kidd remains in custody and his bond was set at three hundred and seventy-five thousand dollars.
