On Tuesday, June 28, 2011, an 18 year old woman, who lives at 733 Russell Road, Apt. #16, Waterloo reported that a subject had kicked in her apartment door and assaulted her and a friend. The victims had minor injuries.

Arrested was Charles Raymond Arceneaux, age 23, of 228 Oliver Street, Waterloo, IA. He has been charged with Burglary in the First Degree. He is being held in the Black Hawk County jail on $50,000.00 bond.
