On Sunday, April 15, 2012 at approximately 7:15 PM, Waterloo Police were dispatched to intersection of Jackson Street and Oneida Street on report of shots fired. Officers found a brown van in the 100 block of Webster that had four bullet holes in the drivers side.

Witnesses stated the shooter left the scene in a silver Chevy Equinox. About 30 minutes later, police located the Equinox at Mobile Street and Newell Street. Further investigation led to the arrest of Kelvin Lee Plain Jr. age 22, of 317 Riehl Street, Waterloo, IA. Plain was charged with Intimidation with a Dangerous Weapon, Possession of a Firearm as a Felon and Interference with Official Acts.
