On Tuesday, September 4, 2012 at approximately 6:15 PM Waterloo Police were dispatched to the Walgreens, 111 West Ridgeway on a welfare check. Officers found a 3 year old girl alone in a parked car. The windows had been rolled down about a third of the way. It was determined that the child had been left alone for approximately 15-20 minutes.

Arrested was Thomas Hilton Zehentner, age 29, of 2234 Casper Avenue, Waterloo, IA. He was charged with Child Endangerment. The child was turned over to another family member.

Later that evening, at approximately 10:45 PM, Waterloo Police were dispatched to Wal-Mart, 1334 Flammang Drive on a welfare check. Officers found a 6 month old baby boy and a six year old girl alone in a van. The windows had been cracked open on both sides of the van. It was determined that the children had been alone in the van approximately 30 minutes.

Arrested was Ecstacy Felicia Marshall, age 22, of 909 west 3rd Street, Apt. #3, Waterloo, IA. She was charged with two counts of Child Endangerment. The children were turned over to another family member.
