On 12-31-13, Waterloo Police arrested Toni Jquanda Phillips, age 19, of 309 Cresent Place, Waterloo following a tip from the Cedar Valley Crime Stoppers Facebook page.

Phillips was identified from surveillance pictures posted on the Facebook site. Once she was identified, officers obtained a warrant for her arrest. She was charged with Forgery and Credit Card Fraud.
