On February 22, 2015 the Waterloo Police Department received a report that Prince Joshua Flomo walked away from Covenant Medical Center, 3421 W. 9th Street, while he was being treated for an altered mental status. He left the Medical Center with only hospital clothing and no shoes when the temperatures were extremely cold. A search was conducted of the area after the initial report and for the next few days. He was entered as a missing person in the national NCIC system, and an Operation Locate Alert was released to the public to assist in locating Flomo. A Child Went Missing Program assisted by sending phone call alerts to residents in events that a child, elderly person, or handicapped adult is missing. He was not located and no information was received about his whereabouts.

On Wednesday, March 11th, 2015 at 11:50 A.M. a resident that lives in the 500 block of Wildwood Road called 911 and reported that he located a body of a black male. The black male was lying in a small space between two buildings to the rear of 521 Wildwood Road in Waterloo.

Waterloo Fire Department and Waterloo Police Department responded to the area and upon arrival determined that the victim was deceased. The victim was wearing only hospital clothing and covered with a hospital robe.

After a follow up investigation the victim was identified as Prince Joshua Flomo, age 25 of Waterloo. The Black Hawk County Medical was called to the scene and ruled the cause of death as exposure to the cold temperatures.
