Waterloo, Iowa

On June 12, 2021 Officers were sent to the 900 Block of Park Road, for a hit and run with injuries.    Officers arrived and found a 3 year old had been struck by a vehicle and was suffering from multiple road rash injuries on his body.  The victim was taken to the hospital for treatment for their injuries.   Witnesses described a Blue Buick with "In Transit" in the window backing up and striking the juvenile.  The driver was described as an older black male with a grayish beard.    

Through the investigation into this matter officers spoke to a possible suspect, Johnny M. Kinsey (56), who admitted to backing up and striking the victim.  Kinsey admitted striking the victim, saying he panicked and left because he doesn’t have a license. 

Kinsey was charged with leaving the scene of a personal injury accident.
